Description

The Colorado Community College System (CCCS) is hiring a System Controller to join our System Office Finance team. In this role, you’ll be responsible for overseeing the development, tracking, evaluation, and administration of accounting, financial reporting, procurement services, and tax compliance for the System. You will maintain the integrity of the System’s financial data and oversee the daily operations of the fiscal office. This position supervises System Office financial staff and serves as the System’s Post Issuance Compliance Officer (PICO). We’re looking for someone who has the technical expertise to serve in the role but who also has strong relationship building skills. Duties Include:

  • Oversees and manages all CCCS accounting systems and processes, including accounts payable, accounts receivable, procurement services, grant accounting, tax processing, capital construction, Banner, CORE, payroll processing, and purchasing in accordance with State of Colorado fiscal rules, statutes, TABOR, procurement code, NACUBO, GAAP, and CCCS system accounting procedures and standards.
  • Consults with direct reports to provide guidance, develop work assignments, and evaluate performance of staff positions that report to direct reports.
  • Provides system fiscal and accounting leadership to college controllers and related staff.
  • Represents accounting perspectives in internal and external decision-making groups.
  • Approves purchase orders and contracts and oversees obligation of funds for purchase orders through the purchasing system on Banner.
  • Oversees centralized processing and funding for accounts payable and payroll processing utilizing the State Treasury and third party financial institutions.
  • Creates and implements internal fiscal management policies and procedures to implement and manage the overall finance control environment and ensure compliance with state statutes, executive orders, federal regulations, state fiscal rules and other accounting rules and regulations.
  • Prepares CCCS financial statements, State Student Financial Assistance Reporting, and supporting working papers.
  • Monitors integrity of financial information on state’s accounting system for all CCCS operations.
  • Acts as CCCS’s primary liaison with SBCCOE’s Internal Audit, External Auditors, State Controller’s Office, State Auditor’s Office, State Purchasing, College Business Officers, College Controllers, other Governing Board Controllers, and the State’s Financial Advisory Committee.
  • Involved in the issuance of debt on behalf of CCCS and serves as the System’s Post Issuance Compliance Officer.

Required Qualifications

  • Bachelor’s degree in accounting, finance, business administration or a closely-related field.
  • Active CPA license in the State of Colorado.
  • Five years of progressively responsible accounting experience in a governmental and/or educational environment.
