We are hiring an HR Specialist to join our Human Resources team. The person in this position is an authority in the State of Colorado Personnel System and, in particular, position classification, selection, and labor relations. They support several of the colleges within the System and act as a backup support for their colleague in assisting the System Office and remaining colleges. As the HR Specialist, you will influence management decisions, which determine how the human resources programs for Classified employees will be carried out for colleges. You’ll be looked to for direction and guidance by human resources professionals and managers at the colleges in the development and refinement of business practices to administer the state department of personnel decentralized agreement, including classification, selection, rules and regulation interpretation, and labor relations support.

Duties Include:

  • Managing selection processes for State of Colorado Classified positions at assigned colleges and serving as a backup for other colleges as needed. This includes prioritizing, managing and administering exam activities, training selection committees, and ensuring validity and reliability of innovative selection processes that promote increased diversity of the workforce.
  • Ensuring colleges are in compliance with State of Colorado personnel rules, technical guidance, and labor relations agreement articles applicable to classification, selection and appointment of Classified employees.
  • Maintaining appropriate exam files and responding, as needed, to selection appeals.
  • Responding to queries regarding the applicant tracking system (NEOGOV), qualifications, status of processes, selection procedures, and applicant status, and addressing requests for accommodations.
  • Coordinating with college HR offices and/or directly with hiring managers on selection processes, keeping selection processes moving, and following up as needed with college staff on final selections in order to close out selection processes in a timely fashion.
  • Generating and evaluating EEO reporting for positions to identify potential adverse impact and make adjustments to selection processes, as appropriate, to address.
  • Managing and administering job evaluation activities for encumbered, vacant, and newly created positions by conducting job evaluations, performing job audits, determining appropriate classifications, and writing job evaluation reports.
  • Serving as a resource to the colleges within the system on labor relations for Classified positions.

 Required Qualifications:

  • A bachelor’s degree. An equivalent combination of education and/or experience may substitute year-for-year for the degree.
  • Two years of experience with human resources functions that includes position management/classification and selection of employees within an organization. Experience with labor relations is a plus, but not a requirement for this position.
  • Must be able to obtain State of Colorado certification in selection, job evaluation, and personal services within 90 days of hire. Assistance, through on the job training and learning resources, will be provided to support this requirement.
