PURPOSE/SUMMARY OF JOB:
The position of the Controller is responsible for the recording, analyzing, reconciliation, and maintenance of all financial records of the institution in an automated environment. This includes preparation of financial statements, performing financial analysis, maintaining appropriate internal control measures, security of records, grants, and contracts accounting, monitoring approved budgets, and preparation of financial reports to external agencies and college personnel. The Controller shall perform all duties while promoting opportunities for inclusion, expressing the value of differences, and regularly demonstrating the college's commitment to the Guiding Principles.
ESSENTIAL JOB FUNCTIONS:
- Coordinates accounting functions of general ledger, accounts payable, accounts receivable, cashiering, payroll, and capital construction. Ensures accounting functions are accomplished in an accurate and expeditious manner and in accordance with generally accepted accounting principles, SBCCOE and State Fiscal Rules and Policies, federal and state regulations, and institutional policies and requirements. Conducts reconciliations, makes adjustments, and analyzes accounts. (23%)
- Conducts the preparation and analysis of periodic financial statements and performs year-end closing of financial records including preparation of internally generated financial statements for annual external audit. Implements recommendations brought about as a result of the independent financial audit. Works closely with CCCS Controller and fiscal staff, and State of Colorado financial accounting staff. (22%)
- Ensures grants and contracts are properly accounted for and reported as required. Work with grant coordinators to ensure proper grant activities, accounting, and reporting. (15%)
- Develops, implements, and modifies the internal accounting systems, sub-systems, chart of accounts, and records to meet the needs of the college. Makes adjustments and procedural changes as necessary. Ensure proper and current maintenance of the State's Colorado Financial Records System (CORE) and sub-systems, including capital construction accounting. (10%)
- Provide fiscal guidance and support to other departments within the College and throughout the service area, in order to facilitate smooth operations and maintain internal controls. Assists VP of Administration with analysis of accounts and budgets, budget preparation, monitoring and reporting. Conducts training for college personnel on the use of the institutional accounting systems. (8%)
- Supervises all accountant and accounting technician positions. Includes recommendation for hiring, problem resolution, ongoing training, leave approval, and written performance evaluations. (8%)
- Ensures proper and adequate internal controls and effective audit trails are maintained. Reviews existing procedures and implements or makes recommendations for new procedures as necessary. Keeps the Vice President of Administration informed of relevant accounting changes. (7%)
- Prepares financial data surveys such as IPEDS, Higher Learning Commission Annual Update, and other surveys and financial reporting needed for external data requests. (4%)

- Based on the functions, this position is identified as a Campus Security Authority. As a Campus Security Authority the incumbent in this position is required to report allegations of Clery Act crimes that they become aware of to the Vice President of Student Services at Morgan Community College. Attends training pertaining to these responsibilities as required. (1%)
