The Colorado Community College System (CCCS) is hiring a Career & Technical Act (CTA) Manager to join our System Office Career & Technical Education (CTE) team. This position serves approximately 178 school districts seeking reimbursement for cost invested in providing high quality CTE programs. We are looking for someone who wants to make a difference for secondary learners in CTE programs in Colorado by managing the distribution of state and Career & Technical Act funds annually. Examples of Duties

In this role you will manage all aspects of compliance with state CTE funding via the Career & Technical Act (CTA) and assist with CTE activities, including implementation of the Perkins Act as needed. The person in this role provides leadership, training, management, and coordination related to the Career & Technical Act, which supports and promotes excellence in CTE programs in secondary schools across Colorado. You will collaborate extensively internally with the CCCS Finance team and with the Internal Audit team and externally with district administrators, CTE Directors, and other personnel to:

  • Review and analyze data for trends and accuracy in district submissions to ensure equitable and compliant distribution of state funds for CTE programs according to the requirements set forth in guidance.
  • Interpret and develop guidance, business rules, and processes around the implementation of the CTA statute.
  • Design and implement training materials and other resources to support timely and accurate CTA submissions by eligible districts and CTE programs.

This position will also:

  • Serve as subject matter expert on Career & Technical Act requirements internally and for the approximately 165 school districts (administrators, teachers, CTE Directors) that participate in CTA annually.
  • Provide leadership and project management to monitor progress, milestones, and critical dates to ensure CTA initiatives and processes are fully executed annually.
  • Maintain all master files for CTA and CTA web pages on the Colorado CTE website and lead troubleshooting, testing, quality assurance, and process improvements for the  CTA section of the CTE Gateway. The CTE Gateway is the web-based cite supporting all CTE programs including their CTA reporting.
  • Manage CTA funding formula, determine allocations, notify recipients, and prepare award notices and quarterly payments for distribution.
  • Develop and implement training and other resources at least annually on the CTA submission process, common reporting issues, compliance requirements, new guidance, etc. to support local district personnel with all aspects of CTA.
  • Analyze a segment of the CTA recipients based on annual risk assessments of the recipient population and submit to Internal Audit.
  • Act as designated Career and Technical School application submission reviewer and make recommendations to State Director of CTE and the state Board for Community Colleges and Occupational Education (SBCCOE).
  • Determining the allocation of annual budget including monitoring expenditures within the assigned CTA Banner org code for executive staff and Board approval.
  • Manage Innovations in CTE Grant process and Perkins Grant and other aspects of CTE customer service, coaching, and compliance.

Required Qualifications

  • Bachelor’s Degree or an equivalent combination of education and/or experience.
  • An additional two years of experience in Career and Technical Education and/or grant management.
